Loretta Prater, Ph.D., is a retired professor and dean of the College of Health and Human Services at Southeast Missouri State University. She will be signing her new book, "Excessive Use of Force: One Mother's Struggle Against Police Brutality and Misconduct," at the Cape Girardeau Barnes & Noble at noon on April 21.
